Correct, considering the following stripped config:

MENU 3 - Load FreeDOS with JEMM386 (Expanded Memory)
MENU 4 - Load FreeDOS low with some drivers (Safe Mode)
MENU 5 - Load FreeDOS without drivers (Emergency Mode)

The existence of the extended keyboard flag depends on which menu entry is 
chosen. EXTKBD2 simply displays whether the extended keyboard flag is set.

Also, Willi now noted that he can prevent the extended keyboard not being 
detected by pressing specific keys while the BIOS does its POST: "druck/s-abf, 
pause/unterbr, entf, pos1, bild auf, bild ab und ende tuns auch".

So sounds to me like an issue with the BIOS.
