I recommend using Bochs for debugging in this case. Very powerful and free. Slower than SoftICE, of course, but you can boot as many Bochs windows as you want inside Windows / Linux. So you can keep your compiler / editor / ... window open and do not need to use the whole PC for the debugging session. http://bochs.sourceforge.net/ The debugger runs in another window than the virtual PC, so you effectively have two "screens", one for debugging and one where the to-be-debugged program is running.
