Yes, this is generally true.
But, not always :-)

Currently FreeDOS is in a clean-up cycle. This means FreeDOS developers
are trying to fix all known bugs, and this leads to some drawbacks:
 - Bug fixes can introduce new bugs (Murphy's law)
 - Things are changing quickly, so it is difficult to sum up all changes
   in a stable version
There is a pre-pre-4 release available on the www.fdos.com site, which has
some of the pre-3 bugs fixed.
Many bugs have been fixed since then, though ;-)

Here I don't follow you. How you are trying to install? Have you used the
graphic installer or have you "installed" by hands?
Aitor suggests the problem with CWSDPMI is caused by a buggy EMM386.
FreeDOS EMM386 has been improved recently, try to download a new version
(I think you can find it at the FreeDOS site).
Or, better, since CWSDPMI doesn't need EMM386, try to do without, so we
can exclude a variable. Moreover, you can try also without HIMEM/FDXMS,
just in case.
