Here some ideas:
- just install Win98 from a bootdisk in your partition
- copy the directory c:\windows\command from a working installation of w98 somewhere in your disk
- install freedos
- then, setup a bootloader (e.g, I use grub because on the same machine I also have linux and wxp)
