of course FreeDOS has a list of utilities which need tweaking!

You can go to www.freedos.org -> FreeDOS 1.0 TODO list,
or to www.freedos.org -> Bugzilla -> query -> select sort by assignee.

Chart of bugzilla entries:
23 kernel, 19 shell, 13 distro (installer etc.), 9 fdisk, 6 format, 5 cdrom...

You can of course not only improve utilities but also test them, e.g.
to mark Bugzilla entries as closed/fixed or to check the TODO list.
For example I think that at most mirror, recover, undelete, unformat
would trash LFN entries (kernel and non-disk utilities should not...).
I also think that codepage 858 and right KEYB layout for Euro should
already work.

Things which really need work are:
MEM - maybe Bart or Arkady wants help
SETVER - we only have CALLVER
UNDELETE - the TSR functions (delete log and trash can) and UNDELETE of
  files from trash can or with help of delete log are missing
  (And PAtric wanted to add FAT32 support eventually)
SCANDISK - this should be implemented as an user interface to DOSFSCK
DOSFSCK - this DJGPP compiled tool should be fixed, both the 2.8-fat32
  and the 2.10 DOS disk drivers are incomplete, but combining them would
  give you an almost complete driver. Ask Imre or me or... if you want to help.
MIRROR - support for FAT12/FAT32 missing (well, FORMAT has a MIRROR function
  which should work for all FAT types but has a bug for FAT32)
FORMAT - 720k disks and Win9x FAT32 compatibility gives me the creeps, let
  me know if you want to help.
FDISK - can fail to detect (SCSI) disks. Ask Brian if you can help testing.
DEFRAG - always needs daring testers.
PRINT/PRINTQ - long time no news about this, I think the maintainer needs help!
NLSFUNC - missing
APPEND - ask Aitor if you want to help
ATAPICDD - ask Jeremy if you want to help (e.g. add DMA mode)

...

As you can see, there is always something to do for people who want to
train their DOS programming skills a bit. And I did not even mention
the post 1.0 wishlist (which seems to be offline right now) ;-).
