Hi, both qemu and bochs have such 'image creation tool' on bochs they call bximage.exe on qemu they call qemu-img.exe so, you can use any of those tools to create a 'raw image' after that, you'll configure your virtual machine to use this raw image and then you can install any operating system so, after creating your raw image you can run fdisk inside your vm...
