  I don't use HtmlHelp very much, and it's not even installed on my
"real" machines! But on my FD 1.1 install inside VirtualBox, I have
this:

C:\FDOS\BIN\HELP.EXE

C:\FDOS\HELP\EN\HHSTNDRD\HHSTNDRD.ZIP
C:\FDOS\HELP\DE\HHSTNDRD\HHSTNDRD.ZIP

%HELPPATH%=C:\FDOS\HELP

I don't know what else it needs, but it should work fairly easily.
Maybe you need these too, dunno:

%DOSDIR%=C:\FDOS
%NLSPATH%=C:\FDOS\NLS
%LANG%=EN

If that doesn't work, you might have it installed incorrectly. (N.B.
For me, typing "help" brings up the 4DOS menu, so "help.exe" is
explicitly needed to get FD HtmlHelp. It does work correctly, going to
subpages when keyword is selected and Enter pressed.)
