I Googled "PC-Outline" which led to a page saying it was created by Brown Bag Software. I then Googled "PC-Outline brown bag" and came up with this Wikipedia page: https://en.wikipedia.org/wiki/Brown_Bag_Software_v._Symantec_Corp. It says it was created by John L. Friend in 1987. It seems he sold the rights to it to Brown Bag Software, and although he agreed not to write another similar program, he did anyway and sold it to Symantec, who were then sued by Brown Bag. Which is ironic since apparently John created PC-Outline after being inspired by one of Symantec's earlier programs called ThinkTank.
