Yes, USB is a "bus system" (hence the "B" in USB). How this effects
drive number selection, well, that's up to the supporting BIOS (or USB
driver), specially considering that not all operating systems support
drive letters the way DOS (or even Windows) do. It could be rather
arbitrarily, though there is a good chance that this happens in which
order the USB devices on the bus are being scanned and initialized by
the system. And this order isn't necessarily set in stone as there are
tools out there (not for DOS AFAIK) that can re-order the drive letters
as desired . In later Windows versions (XP and up, IIRC), you can do
this with the Disk Management. Or more flexible with a 3rd party tool
like USBDLM (https://www.uwe-sieber.de/usbdlm_e.html)
