I assume you are referring to 1.3 Final and not RC5, RC4, etc. Like FreeDOS 1.3, the primary installer can only run from CD/USB and requires a 386+. The Floppy Edition requires only a 8086 with EGA or better graphics. The support for lesser video cards is planned to eventually remove the EGA requirement. That requirement for EGA would/should not cause an invalid op-code. Only a manual installation performed by hand was possible on sub-386 machines with that release.
