I have found a partial solution.
I can invoke QEMU successfully with the command below. No display option is specified:-  qemu-system-i386 -m 16 -rtc base=localtime -drive file=dos.img,index=0,media=disk,format=raw -drive file=fat:rw:dosfiles/,format=raw -boot order=c -enable-kvm
It is unclear what the display option defaults to.
Freeing up the F11 function key can be accomplished by typing Ctrl-Alt to exit mouse grab.

The reason for wanting to try gtk is that it appears that sdl uses the F11 key to toggle between window and full screen. I want to use the F11 function key for other purposes while running FreeDos.
