Even in the "DOS days" of the 1980s and 1990s, it was true that different programs needed different memory configurations. This was more common in games, but "work" programs too.
That's why the MS-DOS boot menu feature was so useful. And that's why FreeDOS has a boot menu feature too. Before the boot menu, you might have a boot floppy for a specific config.sys/autoexec.bat ..
