Links is here:

The author says "there are stability problems." Graphical mode is indeed
unstable last I tried, but text mode is stable enough for use. Links.crt
is required for tls certificates. It does appear that there have been no
updates since July 2024 though.

Lynx for dos is here:
https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/repositories/1.3/html/en/net/lynx/20220217.0/index.html
An up to date ca cert cane be obtained from here:
https://curl.se/docs/caextract.html
It still works, however 2021-11-3 was the last compile time. I believe I
did once ask the author if he would compile a newer version, but never
heard back.

I still occasionally use both links and lynx on bare metal DOS to check the
weather or read the news whenever the noxious modern internet causes me to
long for a nostalgic retro view. It would be great if somebody took up the
cause of compiling Lynx for DOS.
