Typically CentOS gets builds after a corresponding RHEL release is
published. We as FreeIPA are not involved at all in how CentOS does its
builds of ipa packages there.
As an integration project, there is a number of moving dependencies we
have to deal with. FreeIPA 4.7 has a number of requirements that aren't
fulfilled by RHEL 7.5 and the best we have is FreeIPA 4.6.x in RHEL 7.6
beta. That one should come to CentOS 7 soon, I guess:
https://git.centos.org/summary/rpms!ipa.git contains 7.5 changes yet.
