Should be. Look at docs.fedoraproject.org - also managed by Publican. I did a
first try here:
http://mkosek.fedorapeople.org/publican_site/ (just a PoC).

IMO docs.freeipa.org is enough - it would contain all our guides (User Guide,
Extending FreeIPA guide, maybe also Web UI plugin developer guide...).
