This and the uninstall issue I found:

# ipa-server-install --uninstall --unattended
Shutting down all IPA services
Removing IPA client configuration
Unconfiguring ntpd
Unconfiguring CA
Unconfiguring named
Unconfiguring web server
Unconfiguring krb5kdc
Unconfiguring kadmin
Unconfiguring directory server
Unconfiguring smb
Unconfiguring ipa_memcached
Unconfiguring ipa-otpd
ipa : ERROR Some installation state for named has not been restored,
see /var/lib/ipa/sysrestore/sysrestore.state
ipa : ERROR Some installation state has not been restored.
This may cause re-installation to fail.
It should be safe to remove /var/lib/ipa/sysrestore/sysrestore.state but it may
mean your system hasn't be restored to its pre-installation state.

# cat /var/lib/ipa/sysrestore/sysrestore.state
[named]
named-regular-running = False
named-regular-enabled = False
