Solved it. See: https://lists.fedoraproject.org/archives/list/[email protected]/thread/NZLD5WHI4GCM2B437WPPD4HIHSCJT45F/ Afer the upgrade I had different entries in secret and requiredSecret in /etc/pki/pki-tomcat/server.xml. I changed the requiredSecret to the value in /etc/httpd/conf.d/ipa-pki-proxy.conf and restarted ipa services.
