You either have an authoritative zone or forward it to someone else.

Yes. Did I suggest 'combine'? - I said, allow both types to exist in
IPA but, have only one be enabled at any given time.
It will help to think of IPA as a fancy storage for BIND zone
configuraiton. Are you able to store two different configurations for
the same zone in BIND? I don't think so. You'd need to remove one and
replace it with another to change authoritative zone by a forward zone.
This is not something that I would consider solving a problem common
enough to look at getting around in IPA.
