Hm, but ipa-client isn't even installed, so I can't remove it. But the goal of 
the development VM is to get freeipa dependencies and now that you told me 
about "ipa-client" (thanks for that), I looked for "ipa-server" which actually 
exists. I installed it and was able to build the package for rocky 9. I still 
have to build the docker image and test it, but looks promising so far. Will 
report back.
