in my case it was caused by certmonger going haywire after upgrading
hosts to Ubuntu 20.04

I gave up finding the root cause as I ran out of time then, but not
long ago there was a thread about an error in certmonger that probably
caused my issue:

The reporter opened a bug on Launchpad in Ubuntu that hasn't been
fixed yet:
https://bugs.launchpad.net/ubuntu/+source/certmonger/+bug/2084607

Upgrading to a newer Ubuntu version (if you can) may fix this issue
(if this is in fact your issue, there's a possibility it is) until
Ubuntu fixes the bug by upgrading certmonger.
