The doc
<https://docs.redhat.com/en/documentation/Red_Hat_Enterprise_Linux/8/html-single/installing_identity_management/index#system-requirements-in-ipa_preparing-the-system-for-ipa-server-installation>
states that "The IdM system must have the IPv6 protocol enabled in the
kernel and localhost (::1) is able to use it."
By default Ipv6 is enabled, unless ipv6.disable=1 was added to
/etc/default/grub.

In your case the loopback address is also setup with IPv6, as expected.

Can you cleanup, retry replica installation and provide the full logs?
You will have to run "ipa server-del <name-of-replica>" on the master (or
"ipa-replica-manage del --clean --force <name-of-replica>"),
"ipa-replica-install --uninstall -U" on the replica, then redo your
installation steps for the replica.
