I think I found the answer in the redhat IDM documentation: "Any system where you run the ipa-adtrust-install command automatically becomes an AD trust controller. However, you must run ipa-adtrust-install only once on an IdM server."
So installing a replica with --setup-adtrust (which calls ipa-adtrust-install) would make the replica a trust controller.
