It looks like you are missing the cn=accounts in your filter:
ldapsearch -b cn=users,cn=accounts,dc=example,dc=com
"(&mail=${email_address})(memberOf=cn=usergroup,cn=groups,cn=accounts,dc=example,dc=com)"
