I would suggest,

1 x 3ghz CPU, 2gb of ram and around 80gb disk space. 

To give you an idea of a small IPA server to see what is used,

Though note the recommendation is for root and /usr to now be one partition and 
/boot should probably be a bit bigger, say 400mb.
