We try to avoid using Directory Manager as much as possible which is one of the reasons we haven't done something like this already. I'd definitely recommend using startTLS for your bind, at a minimum. The issue starts with the fact that we don't have a hostgroup consisting of all IPA masters maintained automatically so there is no easy way to do delegation.
