package install doesn't configure it, but the package seems to be
shipping a file that it shouldn't..

apt-get install freeipa-client partially runs installer

Bug description:
Running apt-get install freeipa-client installs necessary packages.
After install, and attempt to run ipa-client-install.. errors with:
IPA client is already configured on this system.
If you want to reinstall the IPA client, uninstall it first using
'ipa-client-install --uninstall'.
Expected behaviour: apt should not configure any of the freeipa
packages / configuration files.
