Summary: udm-raw interface should be passed lun & netfn as
parameters, not in the buffer

Details:
the current udm interface assumes the lun & netfn is the first byte of the
buffer, which doesn't make any sense. UDM is suppose to abstract the
"header" information. And the raw interface is supposed to allow the user to
supply any buffer for the 'payload' of the ipmi command.
