Follow-up Comment #1, bug #38771 (project freeipmi):

In contrast to ipmitool, ipmiconsole will attempt to deactivate the previous
SOL session (unless --dont-steal is specified) so that it can establish a
session of its own.

A number of BMCs do not handle this deactivation properly, leading to a loop
w/n libipmiconsole's state machine (is payload activated? yes -> deactivate
payload -> is payload activated? yes -> deactivate payload ...).  Eventually
libipmiconsole gives up.

Hmmm.  I suppose I could return the "SOL Inuse" error instead.  That might be
a better error message for this situation.  I originally returned "BMC Error"
b/c the deactivation part clearly was broken.
