Details:
Use ChangeLog date instead of build date
in order to make builds reproducible.
See https://reproducible-builds.org/ for why this is good.
For openSUSE, I'm trying to build all packages twice and found that
freeipmi-1.5.6 packages differed in the date given
at the top of man-pages.
