[sr #111294] ipmi-config is missing some settings for iDRAC 9 and it's creating users without sufficient permissions

Follow-up Comment #4, sr #111294 (group freeipmi):

Do you happen to know what "UserRole" maps to in IPMI land?  I'm not sure if
"UserRole" is an iDRAC specific thing.  If it is, and we can figure out the
OEM extension to IPMI for it, we could add it to the `ipmi-oem` command.
