After further investigation it has been noted that the following entry is where the strace halts - regardless of where it is in the config file:
IPMI_Threshold_Sensor_At_Or_Above_Upper_Non_Critical_Threshold The version of freeipmi is 0.5.1 which still seems to be the latest and greatest that RHEL wish to release.
