No, if those were system libraries, we wouldn't need to do the whole 
hocus-pocus, the exception is already part of the GPL. It's because 
those are not system libraries, that we need to add the exception 
explicitly.

Also a good idea, that would solve also the issue with the GPLv3 license 
of the Eqn library. On the other hand, we then get issues with the GPL2 
version of some libraries like JavaHelp2 and SimplyHTML and I don't 
think we can express an exception there...
