googling for url and unc, you'll see that we're not alone with this issue.

In order to not reinvent the wheel, I would suggest to use (and document)
the specs defined by OOo under
http://udk.openoffice.org/cpp/man/spec/uris.html

Assuming we settle on this resolution, it doesn't resolve all issues, some
questions remain:

1. URLs need to be translated back and forth between file format, internal
representation, user entry (through file dialog or manually aka Ctrl+K)
and command line call (click on the link, possibly platform dependent).
The rules for these translations need to be clarified as well.

2. How links coming from 0.8.0 are to be translated into the agreed format?

3. Less important perhaps, how links coming from 0.9.0.BetaN are to be
translated into the agreed format?

And I think that, now that we've got the issue, this needs to be fixed
prior to release of 0.9.0.
