Yes, only having CVS access would be a pain for people just browsing.
Other sites (e.g. Cygnus) provide daily snapshots in .tar.gz format. The
cron script to do this would be fairly simple and I'd presume that a site
like SEUL do this for other people already.

I think the normal procedure is that they setup anonymous read-only
access and assign read-write CVS accounts after reference to a
named developer. Somebody would have to assume that role which I
presume would just involve getting occasional mails from SEUL.
