Node-to-node won't help at all. I'm actually not sure what will help. Most
of the work in this area has been to make it more troublesome to do this
and to give node runners the most legal protection we can. But if ISPs
just fold then the legal issues won't every come up.

So as far as I can tell the only things that will help are to decentralize
the node index so that it's hard to get a list of nodes (working on that,
of course), and to allow for private networks as that will provide stop
points. They can shut down a public gateway, but the nodes running behind
it will still be safe from this attack.
