I don't see why we should reject inserts for KSKs either - since all you
really achieve here (assuming routing works as expected) is preventing
people from making use of a KSK whose data has already fallen out of
Freenet.  Worse, you will prevent the author from re-inserting the data,
effectively creating a dead key.
