Right now, as far as I know, no.
There are plans to put this kind of streaming functionality into
Freenet in the future, for version 0.4. However, I don't think they're
high priority right now. See this page for details:

You could probably simulate streaming video with HTTP delivery of
video files through FProxy... Sorry, that's about the best we can do
right now.
