Hmmm, yes - we have seen this before.  Unfortunately Sebastian, who
creates the Windows version isn't around right now.

My best advice is to use 0.3.5 which you can find here:

  http://download.sourceforge.net/freenet/Freenet_setup0.3.5.exe
