Run the server in debug mode ( radiusd -X ) to get an idea of what it is
doing at each step.

I've not used the IP+Port feature before, so I don't know how well it
works.  It will likely require some funkiness similar to the Ascend
hack as AFAIK it was originally designed with portmasters in mind.

YMMV, but I'd try upgrading to 0.2 first, and test with that.
