Note that *reading* the radiusd.conf file would make the problem,
and solution, clear. To quote:
# On systems with shadow passwords, you might have to set 'group = shadow'

# because the debugged server is running as a user that can read the shadow

It's not OK to just blindly install the server, and expect it to
work exactly as you want. You've got to configure it for your local
system.
