Your radius config appears correct, however it is up to the NAS to apply
what the radius server tells it.
What you've descibed sounds like a problem with the NAS, not with the
radius server.
You should try running the server in debug mode ( radiusd -x ) just to
ensure that it is sending the correct attributes back to the NAS.
Unfortunately ( or perhaps fortunately? :) ) I don't have much experience
with Totalcontrols so I don't know what to suggest, other than reading
the docs on the TC and contacting the vendor for support.
