Wrong list. Freeradius is an entirely other server from Cistron Radius.

No. You can hope all you want, but the server does exactly what
it is told to do, not what you hope it to do ;)

You can't. If a user has a static IP address, she can login only once.
The second login will cause an IP address conflict, as you found out.
Nothing you can do about it. Life's tough ;)
