Rather strange freeradius question.. but as previously suggested remove it
from your xinetd or inetd config. Comment out the line that refers to
in.telnetd.
An even better solution is to remove telnet all-together and replace with ssh.
Also, as you mentioned changing the shells is the long-way of restricting
access, but to make radius work with /bin/true or /bin/false as the shell,
just add them to /etc/shells..
eg.. `echo "/bin/true" >> /etc/shells`
Same goes for most ftp servers.
