maybe you should try something like
user Auth-Type:=Local, Password == "user", Calling-Station-Id == "09615543126"
Fall-Through=Yes,
Framed-IP-Address = x.x.x.x
the first line in the users file is CHECK items. the rest of the av pairs is
REPLY items. I sugest doing a 'man 5 users'.
