Check if your NAS has two secrets, one for auth, one for accounting. My HiperArc does. Accounting worked with Livingston radiusd 1.16, even though I hadn't set the accounting secret, but freeradius didn't work until I added the secret. I suspect that the NAS was sending accounting in the clear and that radiusd 1.16 detected this, but that freeradius expects them to be encrypted.
