Hah!  That did the trick.  I checked the include files in the source
code and found it was looking in /usr/local/var/log/radius.  But the
actual files were getting written to /var/log.  I put a symlink from
/var/log/radutmp to /usr/local/var/log/radius/radutmp, and now it's
happy.
