This one is very likely to be the setting Ethernet -> Mod Config ->
Accounting -> Allow Stop Only.
Change it to No. (Thats for a MAX6000 anyway, it might be in a different
place on a TNT)

Notice there is no User-Name, no Acct-Session-Time, the port number starts
with a 1 instead of a 2, and the bogus data rate. (There are quite a few
other attributes missing too)
Basically this a call where someone dialed your NAS and hung up again
without ever doing any "modem like" attempt to make a connection. Setting
Allow Stop Only to no will prevent it being logged to the Radius server.
Personally I leave it on as a debugging aid, because I rarely see it.
