The H323-return-code=0 means operation succeeded, continue processing call. If one
neglects to send it the As will get confused and complain about network problems and
hang up.
I believe if one sends a positive value the caller will receive different IVR
responses. (like no money, no route, etc.) but I haven't had the time to prove this
yet... and as anyone that works with Crisco's gear their documentation is not the
greatest.
