Make sure your NAS and FreeRADIUS agree on the format of the Ascend
attributes.  What you show FreeRADIUS sending are VSA-16 bit encapsulated
attributes.  If your NAS is set to OLD under ( Ethernet->Mod Config->Auth
Compat ) then it is expecting non-standard attributes.  It'd be best to
set the NAS to VSA mode to avoid conflicts.

Also, try using the RFC-Standard 'Port-Limit' in place of Ascend-Max-
Channels.
