You can use a feature that specific user get enable privilege by default
and doesn't have to type enable:
jura Auth-Type = System
Service-Type = Login-User,
Cisco-AVPair = "shell:priv-lvl=15"
Also you need to have authorization line:
aaa authorization login default group radius
